Philip Morris USA’s role is to responsibly and effectively develop, manufacture and market superior branded cigarettes and smokeless products for adult tobacco consumers. We are currently seeking a highly qualified Associate Staff Engineer to join our Safety & Environmental department in Richmond, Va.

The successful candidate will be accountable for providing environmental engineering subject matter expertise and support for PM USA manufacturing facilities.

Specific Areas of Responsibility:

? Supporting programs administered by PMUSA Safety & Environmental to include environmental training, assessments, and compliance related inspections for air, water and waste. To ensure strategic objectives are achieved the candidate will work closely with S&E staff and facility personnel. Expectations include setting daily/weekly/monthly plans to achieve objectives.
? Conducting work place (facilities, equipment, processes) and job task assessments to identify, evaluate and eliminate or mitigate environmental exposure. Prepares and presents for implementation pollution prevention devices, controls and procedures.
? Evaluating and reviewing modified processes and non-routine work where the pollution prevention technologies may be maximized.
? Reviewing EPA regulatory and state of the art environmental trends and develops compliance and pollution prevention programs for all operations to ensure a high quality and standardized approach.
? Assessing all PMUSA operations to ensure proper controls, programs, and training is being maintained to prevent environmental incidents and to ensure compliance.
? Assessing major construction jobs—evaluates contractor pre-plans to ensure that they do not introduce unnecessary risks to the environment or exposure to Philip Morris, USA.
? Developing, conducting and monitoring employee environmental training and emergency preparedness to control losses and to comply with EPA and ensure standardized and consistent training is being executed throughout all PMUSA operations.
? Conducting trend analysis, environmental incidents and site inspections of operational procedures, facility design, equipment, and materials. Analyzes data according to current regulations and makes appropriate recommendations to prevent new or recurring issues.
? Maintaining professional knowledge of existing and proposed changes in federal, state and local environmental laws and regulations.
? Maintaining current working knowledge of operations and environmental engineering trends that could impact the operation. Stays abreast of hazard control technology to maintain subject matter expertise.
? Assessing major construction jobs, evaluates contractor environmental pre-plans to ensure they do not introduce unnecessary risks to PMUSA or its employees.
Specific Skills Qualifications include:

? Master degree in environmental science or engineering, or related field plus 3-5 years of progressive experience in the development and coordination of environmental programs; or a bachelor degree in environmental, industrial engineering or related field plus 6-8 years of progressive experience in the field.

? In lieu of a degree the incumbent could achieve the necessary education through professional development seminars and in-field experience under the direction of a qualified Environmental Engineer. This approach would require 10-12 years of progressive experience.

? Specific courses in environmental management / compliance, pollution prevention, incident investigation and analysis, compliance inspection and audit, hazard control technology, hazardous materials management, emergency planning and response, educational and training methods for environmental management systems, and industrial relations are required.

? Experience must include in-depth application of environmental regulations and other related regulations or standards.

? Must have a working knowledge of mechanical, electrical and pneumatically operated equipment, and the ability to take sound environmental engineering principles and apply them to "real world" situations.

? Reading and interpreting engineering drawings is important.

? Knowledge of manufacturing processes, best practices and operations required.

? The candidate must have knowledge of statistical analysis in order to assess loss performance and direct efforts to the areas of greatest risk.
